Greetings. We share your anxiety and disappointment in the delay of amending the G.O. 354 and implementation of further promotions. We regret the delay and try our best to speed up the process.

The talks are in the final stage. Hopefully we will finalize it this week. Our HS and JS Finance have assured of a date to finalize the G.O. this week. We request your support and cooperation in the process.  Honourable HM and HS are sympathetic in our demand against reversion. The tricky issues in the anticipated amendment are possibliy reversion and compensation for Associate/ Professors in scarce categories. As the basic amendment of time bound promotion and scrapping of the vacancy based promotion is overwhelmingly appreciated by the majority of our members the amendment is just a matter of time.

Amendment and formalities though is time consuming, the implementation will be very fast. The Dean, JDHS & DDHS, RAMO will issue time bound promotion orders from the date of completion of the years specified.

The status of Associate/ Professor in DME side in the proposed G.O. will be safeguarded by allowances.

This time we will carefully specify the eligibility of relinquishment, after completion of DP and other clauses in the new G.O. to avoid confusion.

All the doctors (including ESI) will be allowed to practice; except the administrative cadres. TNGDA will ask for enhancement of NPA for administrative cadres.

The issue of duty-free posts in DMS side has been represented to the Govt. We will try to retain the present criteria. But I appeal to all those CCS friends completed 20 years to involve themselves in other work so as to reduce the burden on our junior friends. Post like HSP coordinator, Nodal officer for accredation, Blood Bank MO, Camps, Boards, VIP convoy etc should be handled by these duty-free CCS. All the doctors less than 20 years of service should not be given such duty free administrative posts. The juniors with less than 20 years should cooperate as they would also complete 20 years and become duty free. As this demand is one of the most wanton demand of the State EC, we will fight to prevail on the Govt. The HS alternative of certain percentage of posts is also an alternative if the duty-free post is about 25%. (please remember that the present total CCS is 1150 and duty free CCS is 750 among the 4600 DMS posts. 25% will get us 1150 duty free posts)

As the State President, I fully comprehend the plight of CEmONC duty doctors and justifiably feel that TNGDA should be more firm to fight for their rights. The duties of NICU, Trauma care and General duty doctors should be well defined especially if there is shortage of hands. I assure that TNGDA will convene a special State ECM to discuss the issue. The inhumane approach of some of the officers should also be discussed in the meeting. The irrational, sadistic approach of such officers will be brought to the kind notice of our respectful Honble ChiefMinister. Once the G.O. amendment is over, the TNGDA will take this issue. Be prepared for a stern form of protest.

Two other important issues that need elaborate discussion are 1. Medical Administrative Cadre 2. Casualty concept in DMS side. The State Cabinet has entrusted to develop the casualty concept in DMS side to our State Vice President Dr Kannappan and Editor Dr Ponnuraj. Once the proposal is approved after discussion it will be presented to Govt. The Medical Administrative Cadre is a double edged sword. The original proposal readied by the DMS is very much against seniority and curative doctors and very much in favour of the new Medical Administrative Cadre. The TNGDA has opposed it and has sought time for its response. (after discussion in State ECM) I have written on this issue separately for feedback and suggestions.

In the present scenario, it is unavoidable that the TNGDA progress is not faster, inspite of our efforts. We will try and make it up.
