Sir,

Sub: Medical Education – Disturb Transfers to many medical officers without following norms causing panic and a sense of insecurity – request intervention - regarding

Greetings.

The TNGDA brings it to your notice that recently some doctors were disturbed and transferred in various medical colleges to accommodate concerned speciality Assistant Professors by the Director of Medical Education. These disturb transfers didn’t follow any conventional norms and in many situations even qualified persons and doctors in non-teaching posts were disturbed. This has created a panic and fear among medical officers all over the state.

The TNGDA request that these unwanted transfers be stopped immediately. Even in cases were some scarce category faculty recruited through MRB they can be posted in vacancies of newer colleges and only if those posts are all filled disturb transfers be adopted. 

Even in such inevitable disturb transfers, the TNGDA requests that the following norms /procedures are followed.

1.No disturb transfer of MCh/ DM or MS/MD or concerned diploma qualified doctors on the grounds of posting a specialist. Diploma qualified medical officers also are very much the faculty (as Senior Resident) in that speciality.

2.If a particular specialist is to be accommodated in that particular speciality, he can be replace only the differently qualified medical officers holding AP/Senior Resident/Tutor posts in the department– if available.

3.Only MCh or DM of same speciality in a superspeciality and MS/MD/ or Diploma of the same speciality in a broader speciality can be considered as suitably qualified.

   - All others will be considered differently qualified.

  - Diploma will be considered as suitably qualified for the posts of Senior Residents of the speciality.

  - MCh/ DM qualified specialist will not be considered for their basic PG speciality; but will be considered only for the superspeciality

4.In all the non clinical departments/ Superspeciality departments – the qualified PGs (specialists) of that speciality alone should be posted. (exceptions permitted only to very recent specialities like rheumatology, surgical endocrinology, vascular surgery. Hepatology etc).

  * More posts of AP to be created in superspecialities

  * PGs of Micro, Plastic, Neurosurgery, neurology etc should permitted based on CML seniority

5.The tutor of OP, mobile casualty, cardiology, Accident and emergency, trauma etc may be re-designated as AP of the speciality and attached to one department.

6.No disturb transfers for all non-teaching posts/ peripheral hospitals.

7.No disturb transfer for those completed teaching experience.

TNGDA also would like to point out that any irrational disturb transfer may lead to malpractices, whims and fancies.
